Apple Maps - Traffic

i am starting to use Apple Maps more and more as a regular part of commuting. My question is:

1. Does the application have to be open to report traffic conditions I am experiencing? I wasn’t sure if it automatically reports based on the iPhone itself, or just when Apple Maps is running?

As in report back to Apple? I believe that's more related to the routing and traffic option under system services settings in the location part of the privacy section of main settings.
