Apple music not playing offline songs in iOS 9.2.1

I have a weird bug. Apple music shows that I have songs which have been downloaded for offline play and when I check my storage space it confirms that I have nearly 25gb of music offline only my iPhone 6plus. However when I try to play music the apple music songs keep skipping and it only plays the songs that I had transferred to my iPhone from my mac and doesn't play from apple music. My iCloud music library is on. I get a message asking me to turn off my iCloud music library . This was after one week of 9.2.1 public beta
