I have so many voice memos but they don't fit all on my phone. I still have a first gen iPhone SE with only 32 GB. I know it's ridiculous these days, but I have maybe 3 times that worth of voice memos right now, and even if I had more storage, I wouldn't want all of that to be on my iPhone right now.

BUT, if you use voice memos with iCloud, you have to. Basically, all voice memos will sync across all your devices. You can't just sync them to your Mac for example. There's no feature for that (there used to be, longer time ago, but it's gone now, syncing it is all or nothing now).

One thing that's possible is, once your voice memos have synced to your Mac, to find the folder they're saved in (complicated) and then moving them to somewhere else. That's a very "nasty" solution though.

It would be much better if you could, just like in your iTunes or Photos library, chose the location of the library. And then be able to delete the voice memos of your devices like Apple Watch or iPhone, where you don't need them anymore.

This App needs a lot of work.
