foreign reprint rights for whole articles (not just small quotes from articles) from magazines and newspapers are sold to companies.
apple needs to negotiate the rights with the original publishers to make these articles available in each foreign market.
it is unlikely that apple will be successful in that route.
what is more likely to happen is that apple will negotiate world-wide (or at least for many more 1st world countries than is present now) the foreign rights for a basket of 1st tier publications which will give apple's news channel momentum for fence sitting publications to join in.
and then subscribers to apple's news would possibly pay a subscription price for Apple News of the equivalent of around 3 or 4 USD per month.
