Apple No Longer Upgrading Premier Accounts

Well both of my Apple Stores here in locally are confirming, as of yesterday they are no longer able to upgrade FAN or Premier accounts in-stores.

So my question is, who has been to the AT&T store on launch day to buy their iPhone? Did the normally have enough?
