In the past Apple has offered users who bought new macs right before a new OS release a free upgrade to the latest OS. I believe it used to be 60 days (?). Can anyone remember if they did this with any of the OS X releases?
 
apple usually announces a specific launch date within a month prior to launch. the "up-to-date" program (i think it's a $9.95 upgrade) usually starts from that announcement, and it's never been 60 days, closer to 30.
 
Not Yet. And not 60 days. Maybe the September 25 Paris Apple Expo Keynote.

Only after they announced the release date and for a shipping & handling fee. Won't happen before the September 25 Paris Apple Expo Keynote - if then.

Release time-date is likely 6pm Friday October 26.
