I'm not sure if this is an M1 or Big Sur issue. Since I moved to Apple Silicon MacBook Pro I do not see Apple Pay payment history for purchases completed on my Mac. It often also happens that when the Apple Pay pop-up shows up I can't change a card or the shipment address and this is pretty consistent across the payment but not pinned to the payment provider. Sometimes it works sometimes it does not.
Do you also have issues with Apple Pay on M1 Macs?
