Yes, and you can even make and receive phone calls on it too. Your iPhone has to be in-range, but it works great!

Yes, my local grocery has crap for wifi, and is a Faraday cage, so no cellular at all, and yet it worked every time, like magic.
Interesting. I have both my phone and cellular on watch but it’s good to know in an extreme scenario it would still work
That’s because the payment information being transmitted to the store’s terminal via NFC is stored on the device itself, not on the internet.
Apple Pay and Apple Pay Transit Card does not need internet to work once the card is added to the device. Otherwise how is anybody able to enter the gate using their phone or watch in London Underground which still has no internet connection in 2021?
I stopped setting it up on my AW4. I went through a spell where it needed to be restored to get updates on it, and I hated having to deal with reinstalling/setting up the Apple Pay cards. One would refuse to setup because it sensed there was a problem with so many requests. I talked to the phone droid, who informed me of thus, so I said 'Well, I guess you don't want me to use your card anymore, and charge things I can't afford to pay off directly and have to pay you to use your money to not have to return.' They changed shortly after that, but I still haven't set it up again. It's on my iPhone. I'd be in a world of hurt without Apple Pay. Covid and all. Trying to stay alive...
Works fine with no internet, WiFi or nearby phone. It works like a contactless card…and they don’t have internet.
