I'm hoping that a savvy Apple follower will know where the information for Pay is stored.

If it is indeed on the A8, wouldn't that mean that the iPhone 6c (I know, not necessarily the new name) would get the A8 so that every price tier has Pay?

The information is actually stored within the secured element which is a separate chip from the A8 and NFC on the motherboard.
