Is it normal for Apple Pencil to be listed twice in General -> About when the pencil is plugged in to the iPad?
I'm currently running the newest iOS and Pencil firmware. Both listing are the same and the other one disappears when you take the pencil from the iPad.
 
My Apple Pencil is listed only once when plugged into iPad, then it disappears from the list when unplugged from iPad.

Maybe you could try force-quitting the Settings app, then restart the iPad. Also try General > Reset > Reset all settings. Other than that I would just wait for the next iOS update (I think 11.2.5 is next release)

The device is restored. Do you have the newest iOS version? Do you also have any other bluetooth devices connected or just the pencil?

I'm trying to troubleshoot what causes this. Others on reddit have stated this is happening for them too.

My current hypothesis is that if you have any other bluetooth devices connected that show their info in about it will also make the Apple Pencil show its bluetooth entry there in addition to the lightning connection entry (thus appearing twice).

I’ve no other Bluetooth devices connected. I’m on latest iOS 11.2.1
 
It's probably just a pesky device identification bug. If it doesn't affect performance, I personally would ignore it.
Not really that I noticed, but it's quite annoying. Being a software developer myself, things like these intrigue me and I usually try to debug them and figure out the reason.
