iPad Pro Apple Pencil not working outside of drawing apps after 9.3 update?

Am I the only one experiencing this? Prior to the update I could use the Apple Pencil to scroll through in safari and through the screens, as if it was an extension of my finger. Now it seems to only work in the drawing applications.

Apple knows whats best for you and knows how the pencil should be used. They have a "vision". lmao. this vision might not be what the masses want. but its their "vision" to be used a specific way.

You're not the only one experiencing this. It was reported in another thread about 2 weeks ago. At this point no one knows if this is a "bug" in the current beta of 9.3 or it is a "fix" for behavior that wasn't supposed to be in the first place.
