My Gen 2 Apple Pencil won’t connect to my iPad Pro. When I put the pencil on the side of the iPad to charge (overnight in some cases) or to try to connect the bubble appears at the top of the scene says “Apple Pencil” but when I go into Bluetooth menu and hit connect it says “taking to long to connect” “connection failed”. I think the pencil in the battery is just dead, but I’m stopping here to check before I go buy a new one.



It is less than a year old, is it covered under apple warranty or is that an iPhone/iPad thing only??
 
It's covered under a one-year warranty. You can check the coverage by going to checkcoverage.apple.com and entering in the pencil's serial number. If you didn't buy it from Apple and it can't validate the purchase date, you'll need to enter it manually.

If you have Applecare+ on your iPad, the pencil is included in that coverage even if you didn't buy them at the same time. Although not required, it's helpful to call the Applecare Admin Team to ensure the pencil is added to your coverage. You can reach the team by calling the general support number and ask to be transferred. Insist to the general support person you reach that you want to talk with the AC Admin Team even if they insist they can help you.
