I recently got a new Mac mini M1, I transferred my Photos library over to it & if I look at the bottom of the main Library page it started analysing the library, detect duplicates, gathering favourites etc A week later & it was still doing this, so I transferred it to my Mac Studio Ultra to try & speed up the process, this was 2 weeks ago and it's still going, what I should have check was the CPU usage it's only using 0.1-0.6 CPU so clearly a very background task.
I removed it from being the system library for now as I wanted to clean it up a bit , get rid of any redundant albums & duplicates and them move it to iCloud, as I have recently upgraded iCloud 2Tb to store it.

Is this normal , most online advice says leave it running, but I'm leaving my Mac on 24/7

If it is using that small of an amount of resources, I’d say it’s fine. What is likely happening is that this process is always running, looking at older content and also waiting for new content. It’s probably also what makes the Memories and such if you have those things enabled. My iPhone widget has new memories and previous photos ready several times a week, and it’s seemingly picking decent shots, even from my older photos.
