Apple Photos - Can't add new images/folders

I have several Apple Photos libraries for different things.

In the past few days, I have not been able to add any new media, create new folders, galleries or anything...on any of the libraries however my main iCloud library seems unaffected.

Any ideas?

macOS version? where are the different libraries located? what file system is used where the photo libraries are stored? Did you try repair an affected library?
