These are refurb/returns by the carrier. Apple does not sell refurb phones, as they're used for warranty work. As for the quality, I can't say for sure, since I never used one.

Per Maflynn's point, remember that Apple is not the one doing the refurb'ing, so the quality is going to vary by the actual carrier and their policies/procedures.

Ok well the box says Apple Certified Pre Owned so I assumed I'd apple doing the refurb?
