I bought the Apple Rechargeable Battery kit and like the whole idea but have noticed that the batteries never seem to reach 'full' charge...

I use them primarily in my Magic Mice and the Bluetooth link at the top of the screen never shows them having a 100% charge. It's usually in the 70 to 80% range.

Are other people seeing this?

Yes, this seems to be common. But I have noticed that other rechargeable batteries also exhibit this less-than-100% maximum charge. The Apple rechargeable batteries, however, seem to last a LOT longer than other rechargeables I've used.
 
About Apple Battery Charger
Batteries fully charged with Apple Battery Charger and used in some wireless input devices released earlier than Magic Trackpad may appear to have slightly less than 100% charge when you view the available battery life in the Bluetooth menu bar in Mac OS X. This is normal behavior and does not necessarily indicate that the batteries were not fully charged.
