I am currently using an iPhone 12 Pro Max, and when I go into settings to enable ProRaw, it says it captures in 12-bit DNG files. However, when I go to Apple's support page, there is something odd. It shows a screenshot of a 12 Pro or 13 Pro that says ProRaw captures a 12-bit DNG, but below that theres a screenshot from a 14 Pro that now says ProRaw captures a 10-Bit DNG file. So does that mean the 14 Pro has had its ProRaw downgraded to 10-bit?
 
Nope. I have 16.3 installed and it still says 12-bit for me in the settings of my 12 Pro Max.
Odd.

Seems to be right in both ProRAW and ProRes at 10-but in iPhone 14 Pro

Has Apple made a statement on why this change occurred?

If they have, I couldn't find it after searching high and low on the subject, nor could I find any other references to it other than users asking what happened.
