Apple today seeded the second beta of an upcoming macOS Mojave 10.14.5 update to its public beta testing group, a day after seeding the beta to developers and a little over a week after releasing the first macOS Mojave 10.14.5 public beta.

The macOS Mojave update can be downloaded using the Software Update mechanism in the Mac App Store after downloading the appropriate profile from Apple's beta testing website. Apple's beta testing site gives users access to iOS, macOS, and tvOS betas.

We don't yet know what improvements the macOS Mojave 10.14.5 update will bring, but it likely focuses on bug fixes and performance improvements for issues that weren't able to be fixed in the macOS 10.14.4 update.

There were no notable features found in the first two developer betas of macOS Mojave 10.14.5.

It may be not notable or immediately visible function but starting from 10.14.5 there is a new requirement implemented for developers called „App notarization”, another step in macOS security that some people may consider as limiting freedom of downloading applications from outside MAS. More details in Apple Developer Documentation.

What about already installed software? After 10.14.5 will installed software still run if the developer does or has not notarized older versions?

It doesn't limit anything at all. Unsigned software still runs as before. New developers will need to notarize when signing software with a Developer ID certificate. Notarization process is automated and simply checks for malware.

Sorry but does anyone know why its made my MacBook Pro super zoomed in?! This happened straight after installing this 10.14.5 Beta (18F108f)
 
Many people are having problems with Google File Stream with the latest public Beta release.
 
This happened to me too, just updated my pro and its super zoomed, so annoying. Hopefully fixed in next release.
Glad to know i'm not the only one! For the time being I just fiddled with the display settings to get it normal looking
