can i connect to a windows pc using Apple Remote Desktop. if so, how do i do this?

No, you can't. If the Windows PC is the server (the one running the software), then you need Microsoft Remote Desktop Connection (free) or a compatible program like CoRD. If vice versa, read this thread.
