I guess apple's trying to sneak more stuff behind is? I mean I guess I can understand why they would do this, they're allowed to.. but anyways still seems a bit sneaky to me.

apple can't remotely disable apps
this blacklist is for CoreLocation, and can block apps on the blacklist from using the CoreLocation API, so those apps can no longer find out where you are
its incase any apps start abusing the location based awareness of the iphone
