Tablo devices let you stream over-the-air broadcasts over your local network to their app on your Apple TV and all your other connected devices by connecting to your router (you have to connect an antenna to the Tablo).

They also have DVR (for recording local broadcasts) capabilities (one model has an integrated hard drive like Airport Time Capsule, others you have to connect an external drive like Airport Extreme.) (An HDHomeRun device with Channels app is an alternative way to do this.)

While Apple’s router line could probably use a refresh, from what
I gather this won’t be likely until the new WLAN spec is ready in 2019, but I just thought I would put this out there for consideration (potentially repurposing the Time Capsule’s storage for an OTA DVR would be cool, I’d also like to see a fresh design, black color option, and SSD Capsule).

Whatever the case though, Apple should probably figure out something for local channels: Roku and Amazon have added some support for OTA channels to their smart TV platforms, while Hulu Live and YouTube TV (where available) include some local channels in their internet TV bundles.

Apple may be preparing to offer local channels in its own skinny bundle offering, but unless it lets you pick them a la carte (at say a dollar a channel) month to month (or a least as a separate significantly cheaper package) then I wouldn’t necessarily consider this a good substitute for free OTA (I’d consider paying four bucks a month for four local networks if it meant I didn’t need to use an anetenna).
