I was looking at apples site today and on the bottom of the "http://www.apple.com/iphone/softwareupdate/" page it shows an iPhone 3G using a background on the home screen. I have 4.0 Beta 4 on a 3G and didn't have time to upgrade it to GM but all the other betas did not allow that. Obviously my 3GS with GM has had wallpapers.
