Apple software update deleted mobile hot spot and notifications!!

okay heres what happened when i opened the settings it said airplane mode, wi-fi and that was it. After I went into general, network and then backed out of it the personal hot spot appeared under wi-fi on the settings page. weird I was on the phone with tech support and she said it was the first she has heard of this weird but working now..
