Apple Store DL takes forever

Just bought the Mini 4. Trying to download apps is taking forever. 20mb took 8 minutes. Took a speed test and I'm getting over 20mbps. But the App Store barely works at all. Any ideas? If this is how the Mini performs I'm returning it in the morning.
 
I had the same problem with all of my Apple devices; iPhones, iPads, Apple TV, and Macbook Pro. Any connection to Apple was slow as hell. I spoke with the ISP they had an issue.

Talk to your ISP, could be something from their side.
