I am having this problem too. Nothing seems to help.

Are you having problems with both the developer and the regular store? The regular store problem that most people are having is in fact just a cache-related issue. They get taken to the "sticky" saying that the store is down. Refreshing or emptying the cache solves that problem.

The developer store problem you're talking about in your other thread is different, where you're specifically being denied access to an open store. And it's been ongoing on for much longer than just yesterday morning. Sorry I don't have any other suggestions for your issue.
