If a person buys a new mac at an Apple store, can they customize it onsite for you? Such as max out the memory or put in a bigger hard drive or can a person only do that by ordering through the Apple Store website?

Nope. Apple stores typically stock base models and any customization has to be ordered from the factory. You can buy RAM from Apple and have them put it at the store if you want. But the RAM has to be bought from Apple, they will not install third-party RAM.

You can either order online or have the store order for you too.
