Wife had her cracked iPhone 6s Plus screen replaced (out of warranty) this past February at local Apple Store. The screen now is unresponsive to touch. Anyone know if this is covered?
 
Technically, no. Out-of-warranty repairs only carry a 90 day warranty. However, I'd still bring it back to the Apple store and complain.

In certain places, including Massachusetts, where I live, there are also implied warranties. This is the Mass Shopper's Guide, from the Mass.gov website:

A salient quote:
Implied Warranty of Merchantability:
Under the implied warranty of merchantability, the merchandise must do what it was designed to do with reasonable safety, efficiency and ease, and for at least a reasonable period of time.

Six months doesn't seem like a reasonable amount of time for a replacement screen to function, unless it was damaged by the user.
 
You'll probably get another free replacement as a goodwill gesture if there's no damage found.
