Apple Store Replacing Dropped iPhone 4S for Free?

To start, I haven't dropped my 4S and I never dropped my 4 either. However, my mom had dropped her 4 and had it replaced for free - a one time thing Apple usually would do.

I was wondering now that AppleCare+ is here, has anyone ever had their cracked 4S replaced for free without AppleCare+?
