Apple Trackpad version 2 was not used for awhile won't charge past 1%... have tried multiple cables, chargers etc. Does this mean the battery is dead?
 
One of the surest way to kill a Li-Ion battery is to let it sit at 0%. They don't like that at all.

It sounds like the battery has failed. Apple charges $29 for an out of warranty battery replacement on these, so get in touch with Apple support rather than buying a new trackpad.
