Apple TV 3rd Gen question?

Good morning everyone!

Is it possible to mirror/stream from the watchESPN ios app with my iPhone 6+ to a TV without having an internet connection? (via apple tv of course)

I have an unlimited data plan on my phone and want to use the IOS watchESPN app but wifi isn't available where I want to mirror to my tv.

I realize I can buy the lightning to hdmi adapter to do this but would get more use out of apple tv if it can do the same thing (without a wifi connection).

I believe that a LATE version of the ATV can stream without a Wi-Fi hub, I have two early ATV's and cannot do it.
