Apple TV 4 Over Rate Limit

jest received a weird thing on my new Apple TV. Was browsing the Twit application. Then at the top right of the screen. There was a pop up that said "Warning Over Rate Limit" lasted for about 5 seconds then went away. Any idea what that is?

Edit:Has happened multiple times now. Only with that Twit application now. No other apps so far. It happens when trying to load a lot of thumbnails. I'm thinking it has to do with app thinning maybe. Not sure. Still interested in really what it is though.

Well, lower the rate!

I lowered my rate by downloading the Geico app. Never saw that error message again!

Buwhahaha! I'm not even mad. I will switch over to geico and see if my rates lower. Will report back with results
