Apple TV 4 peer to peer wifi

is anyone aware if the new Apple TV can create a peer to peer wifi network? My phone is just on 4G, with no wifi connection and my Apple TV has no connection either. It won't let show Apple TV as an AirPlay option.

The 3rd Apple TV allowed this
