Apple TV 4 Voiceoverover to help

I have an Apple TV 4 on tvOS 11.4 and enabled Zoom and Voiceover to help my wife see the captions. When Voiceover was on I was unable to move the cursor with the remote, it would only enter and backup. Even to disable Voiceover I had to give a Siri command. Am I missing something or is it a bug?
