I'm considering buying a new monitor, which would be 2560x1440p i.e. Samsung 31,5" C32HG70.

I'd like to know if I can plug in Apple TV 4K to it via HDMI, and have reasonably good quality.

Would guess 1080p is the most you will get.
I don't think aTV offers intermediate resolutions.
So it is 720p, 1080p and 2160p that I can select (plus many SD resolutions, which are of no interest).
Your dream monitor is not 2160p, so I imagine aTV will offer you 1080p at most.
