Is it possible to stream video from the iTunes library to the iPod touch, maybe using apple tv?

No.

What could ATV2 do to help?

That's not what ATV does.

I have the app Apple Remote on the iPod touch to control Apple TV. While the movie plays on the TV, it shows a still picture of the movie on the iPod. I thought it would be great, if there was the option to also play the movie. That gave me the idea, that maybe another app could play content from the iTunes library, without having to load the movie on the iPod first. This would make the iPod or iPad a mobile TV in my house. :)

It's already possible: Understanding Home Sharing.
