I would like to maintain some type of list (maybe a wiki later) of content that will be available in Canada. With all the rules applied by the crtc it's hard to know what exactly we are going to get..

Let's start by what's on the current Apple TV for Canadian users.

Which American channels do we get?
Which Canadian channels do we get?
Which online streaming service are available?

That's ultimately the make it or break it point for me, I bought an Apple tv was back and ended up returning for lack of available content in Canada..

The AppleTV page (from apple.ca) lists the content that will be available. The two big changes I see are no Hulu or HBO Go but we do have shomi and Crave (the latter of which includes HBO's catalogue). http://www.apple.com/ca/tv/entertainment/

I'm not going to assume, but I would not be surprised if we see the "Go" apps from Bell (CTV, TSN, CP24, etc) ported to the AppleTV (but still requiring the Bell account log-in) once the third-party apps start coming out.
