Does anyone still use Apple TV to view their iCloud photo albums as slideshow? I still love that feature yet I seem to have a bug preventing me from seeing my iCloud albums properly. Regardless of which album I try to show, the slideshow will proceed without issues for a while. Then suddenly it will start repeating photos which were already shown and will proceed no further. Has anyone else experienced this issue?

Yes, for the last couple of years. I am having good luck with the 15.4 tvOS public beta on one of my aTVs. All of my photos pull up in a reasonable amount of time and it appears to be randomly showing all the photos. Hopefully this continues to release and on future releases.
