Apple TV remote stopped controlling volume up/down on TVs

I have 2 Apple TV one is 4k and one is 4th generation, both hooked to Samsung TVs and over the past few days, both Apple TV remotes stopped controlling volume and TV on/off. They worked fine before. I tried to program a new device, and that went through the steps and learned the new remote but it still doesn’t actually change volume. I have had this issue off and on in past with 1 of the tvs, but not both and not at the same time to just stop working. Any ideas how to resolve?
