So I am looking at buying one and see this listed on wikipedia. I tried an Apple store and Best Buy, and both had version 3.1 MD199LL/A.

Question is, is this "newer" version even for sale?

I believe that LL/A denotes a US model while KS/A is for a different country. The one I recently bought at an Apple store is a MD199LL/A, A1469 and it is the newer model.
 
According to the Wikipedia article the KS/A model is the retool done in March. Functionally no difference between a LL/A and a KS/A. Apparently Apple just retooled the CPU and put in a purpose-built single-core A5 CPU in the KS/A, whereas the LL/A had a dual-core A5 with one of the cores disabled.

Wikipedia is wrong on this. The one I bought from Apple a month ago is the revised 3,2 model and remains LL/A.
Just look to see that it's model A1469, and you get the revised version. That said, there is NO functional difference between the A1469 and the earlier revision.

Again, KS/A indicates that the model is not a US model. For instance, in the US, the iPad 4, 32GB Wifi model is MD511LL/A. In Sweden, it's MD511KS/A.
