Today Apple Updated the Apps Store to allow previously purchased content to be viewed and downloaded. I believe this is a 4.3 feature.

Currently if you purchased an app but it wan not installed on your device it would show the standard price tag. Once you attempted to purchase the app (again) it would give you the message saying that you purchased this before and this "update" is free.

Now instead of the price tag you see an "Install" button. The app immediately starts to download.
