Apple upgrade plan with MVNO?

I've read and re-read the AUP page and it seems that you can't use the program unless you sub to one of the big 4 cell providers.

But in other parts of the page it seems that isn't true.

So which is it?

Well it seems no one knows. But some digging on my part showed that you can't do an AUP for the iPhone 6's, so I suppose you can't for the 7's either.

So I just did the deal with Verizon, my iPhone 6+ for $650 in credit against an iPhone 7+, 128Gb, plain Black. Good deal IMO. Trade-in and other deals of that sort for the 6+ have gone way down and I don't want to twiddle with EBay or Craigslist.
