It only has 2 states available but a google search says CA should be available? anyone else notice this?
 
I haven’t heard anything about California having it available. I wouldn’t hold your breath as a couple of smaller states were ready for the rollout.

So why is Apple marketing it as a product that's available? just because it exists now even though its not pushed out for use? what a scam
 
It is up to the state not Apple who allows and prepares. Apple is ready many states not ready to have it happen yet

Not to mention, California is the single-largest U.S. state by population alone so it wouldn't surprise me if it were among the very, very last to implement this feature. IIRC, the states not only have requirements of Apple but there was some verbiage about the states having to provide IT support for it on the back end for x-years, as well.

Google is wrong if that's what they stated. I live in Arizona where it has been implemented and it clearly states on the DMV website that you're required to carry your actual drivers license when your driving or out and about. Most jurisdictions don't recognize it as a legitimate form of identification because they don't have the equipment to read and verify the digital ID. About the only place you can use it is at TSA check points at Sky Harbor Airport which is a good start I suppose.. I'd say it will be quite awhile before it's accepted statewide by law enforcement..
