On the  ⌚ 3 I note it comes with or without LTE. Is Siri still silent on the one without LTE or does it speak and is that the only differences between series 3 and 1 and 2?

On all Series 3 Apple Watch models, Siri does have audible feedback. Aside from LTE, the Series 3 Apple Watch also has a faster dual core processor and W-2 Chip, which incorporates a lot of the Series 2 capabilities.
