When I ask the Watch to send a text to someone, it displays the text on the face. However, it doesn’t say anything aloud or even ask if it is ok to send. When I press the crown to send, it will send and it does not make the whoosh sound that normally tells you it sent. Is the watch not supposed to say anything when asked to send a text now? Advice? On latest OS. Update: notification sounds and rings randomly not working for move achievements either.
 
Do you have the watch on silent mode. Pull up the screen from the bottom and make sure the little bell symbol isn't red (red=mute). You can also go into the Watch App on your iPhone and check the notifications settings to make sure everything isn't muted.

The settings are all correct... Like I said, one minute it’ll work and randomly later, without changes, it won’t.

Have you tried rebooting the watch? I had an issue yesterday where the watch kept ringing after I answered a call on my iPhone and a reboot fixed that.

I tried doing a complete erase & reset and will have to see what happens. I don't generally get too many notifications, so time will tell.
