So my watch was 80% and I have a A1720 18w usb-c adapter. I I have a wattage meter for the plug. it charges at 17watts. I tried my old USB charging cable (from my Apple watch 6) on the apple watch 7, same wattage. Is it because it wasn't drained enough that I don't see a difference in the adapters?
 
Likely yes. Apple only mentions the charging time up to 80%.

It's also bad for the battery to charge fast at high charging states.
 
OK so I'm 45%. plugged it in. Wattage didn't get any higher than 17watts. same as if I used the old usb charger. Unless the fast charge is something as little as 1 watt, I dunno how this is faster charging.
 
Maybe the efficiency of the charger or the internal coil has increased?
