Is there a setting somewhere on the phone or watch that can make it so that if I get a phone call and I'm wearing my Apple Watch, only the Watch rings? Currently both my phone and Watch ring at the same time and it's just a little too much.

are you using your iPhone when the call comes in? both rings when you're using the iPhone. if not, only the watch should ring.

For notifications, if I'm wearing my watch, only the Watch makes a sound, but for phone calls, both the phone and watch ring together. Is this really how it's supposed to be? For me, I'd prefer if just the watch would ring.

No, that's true for all other notifications but not calls.
just re-tested on mine from my work phone.

you're right, just tested it and both rings. i guess since i had my iPhone on silent, i obviously wouldn't hear it ring.

This is irrelevant but I remember when I first set up Continuity/Hand-off on my iPad and MacBook Pro and a phone call came in...almost had a heartattack with every single device ringing.
