I have an iPhone X and I’ve noticed an issue with my brand new Apple Watch.

Before I set up the Apple Watch I never saw the Location Services logo on the top left side. (Pictured Below)

After I connected and set up the Apple Watch I always see the Locations Services icon (even though that option is disabled). (Picture Attached)

Is this a known issue?
 
No, it is not an issue. The Location Service Icon on the watch clock face(s) is a shortcut to the Maps / Location Services interface.

The screenshots are from my phone, not the Watch face. My phone constantly shows the Location Services icon after installing the Watch...even though I have the Location Services icon unchecked in my settings.

You are confusing the purpose of that toggle. That toggle only applies to System Service location services. Those categories on the page that you are referring to. That toggle does NOT apply to regular location services for apps and weather.

I don’t think you get what I’m saying. The first screen shot has NO Locations services before the watch is connected...immediately after connecting the Watch the Location Services icon appears (forever).

Because it’s using weather. But the toggle you are referring to in that screenshot does not affect the arrow for location services. Only system services, as I explained. Thus, disabling the toggle as you mentioned in your first post is worthless. It doesn’t work that way.
 
Ahh, I think I got your question. Some good news or bad news depending on your perspective.

If you turn on Location Services on your Watch, then Location Services also get's enabled on your iPhone. They share this behavior. The best way to show you is to have you go to your Watch. Tap the side button to bring up the Apps cloud or list Tap Settings, Tap General, scroll down to Location Services. You will see the Location Services Toggle.

Now read the rest of the screen: Location Services uses GPS, Bluetooth, and crowd-sourced Wi-Fi hotspot and cell tower locations to determine your approximate location. Location Services settings also apply to your iPhone.

Is this a known issue?
I think it’s a glitch/bug that I hope is addressed in a future update. I also have an X and a series 3 (non-LTE) Watch. I never had the icon display on my phone until one day I was going through my location services to ensure they were all what I considered necessary. I toggled the switch you are referring to and the icon appeared; however, when I switched the toggle off, it remained. I have since tried turning off all my location services for both applications and system rescources, but have been unable to get the icon to disappear. This includes turning off the watch and Find My iPhone. As of now, it remains on although I have a minimal of location using apps and system services active, and from my interpretation of their description, it should not be displayed. Although not interfering with anything, I do find it annoying.
