Apple Watch and receiving Notifications (without banners--possible?)

Is it possible to still receive notifications (Messages, Emails, etc) with the banner popup disabled? I'm trying to tweak my notifications and it appears like they don't push to the Watch if that is disabled. It gets annoying when you see it on your Watch or Macbook but then the popups come through one by one on your phone despite already viewed elsewhere.

Any ideas or tips?

What version of iOS? If I view a notification on watch, it is normally removed from the phone (but maybe it has to be dismissed, I forget.) This is on 11.3 for the phone. Mac is another story, it doesn't always keep up as well, but seems to behave the same on High Sierra.
