Apps Apple Watch cellular for 3rd party apps

I’m trying to figure out how well the Apple Watch works for 3rd party apps to connect to the phone, if the phone is left at home.

Is being connected by cellular exactly the same as being connected by Bluetooth/WiFi for 3rd party apps?

So a 3rd party app that can add a reminder on the watch, can sync that reminder to your phone if you’ve left it at home?

Or do you have to wait till you get home for it to sync?
