I realized this problem when my of friends send me a message that includes new emoji which comes with iOS 8.3 update. What just shows ''alien'' symbol like any other iOS 8.2 device. Then I see a topic on Apple discussion forum about usig Arabic dictation with Apple watch. You can't. Since Arabic dictation comes with iOS 8.3. So than I understand why Turkish Siri doesn't supported on my Apple watch even I can use it on my iPhone. Apple watch doesn't play pretty well with iOS 8.3. You can't use new Siri languages and new emojis on Apple watch right out of the box.
 
They have obviously been feature locked and in bug fix mode right up to release, it isn't a surprise with a 1.0 product. I'm sure this stuff will be sorted out soon.
